The SJRRC 2011-2012 Work Program and Budget
The San Joaquin Regional Rail Commission 2011-2012 Work Program and Budget The San Joaquin Regional Rail Commission Joint Powers Agreement requires the approval of an operating and capital budget each year. Such approval is necessary for obtaining federal, state, and local funds to support the Commission and the ACE service. The Executive Director is responsible for, and authorized to implement, the adopted budget, which includes routine ongoing expenditures within the approved levels of the adopted budget. Revenue and expense reports comparing the cumulative revenue receipts and expenses to the approved budget are submitted to the Commissioners as part of the monthly board meeting packets. These reports provide the Commission an opportunity to monitor the budget status regularly throughout the fiscal year (July 1 – June 30) and make recommended adjustments when necessary. Station Video Surveillance System
Contact: Steve Walker, SJRRC Update: May 9, 2011 What’s Next: RFP is expected March 2011 Station pre-bid meeting and tour took place on Friday April 29, 2011. Staff will bring recommendation to ACE Board in July for vendor selection. Construction is expected to begin in early August and last 365 days. Passengers will be kept up to date if parking lot or platform construction will affect them. ACE staff will do their very best to ensure as minimal disruption as possible. Cameras will be installed at Stockton, Lathrop, Tracy, Vasco, Livermore, Pleasanton and the Tamien Train Storage site in San Jose. 100% security grant funded project. In February 2009, Rail Commission staff secured a grant for a Station Video Surveillance System (System). On July 27, 2009, a Request for Proposal (RFP) was released for the design of the System. On August 11, 2009 a pre-bid walkthrough was conducted at the Robert J. Cabral Station and at the Lathrop-Manteca, Tracy, Vasco, Livermore and Pleasanton ACE Stations. As a result of the on-line solicitation 21 firms requested the RFP with nine teams submitting proposals. The written RFP’s were evaluated and the top four proposals were selected to move into the interview process. On October 2, 2009, the ACE Board approved a request to hire TRC Solutions of Irvine, CA to design the System. The design of the System was completed November, 2010. This project will provide all of the necessary documents to install the equipment. The System is expected to be online during the first quarter of 2012. This equipment will be used to monitor station parking and platform areas as well as the Cabral Station Headquarters.
ACE Maintenance Facility
Contact: Bryan Pennino, Project Manager Contracts Contact: Brenda Porter Update: May 2011 ACE has been operating its current maintenance facilities at the Stockton Rail Yard since 1999 through a lease with the Union Pacific Railroad (UPRR). The new maintenance facility will enable ACE to perform railcar repairs faster, increase equipment availability, and decrease unproductive and time-consuming switching of equipment across UPRR tracks. The facility will enable ACE to perform major functions more efficiently, including the dispatching of trains each weekday, as well as daily servicing, repairs, inspection, and fueling of railcars and equipment. The contruction bid for the facility is out and construction is expected to begin in Summer 2011.
ACE eTicketing System
Contact: George Fink, SJRRC Update: November 24, 2010 What’s Next: Securing Funding for Implementation Tickets will be replaced with a form-factored card that holds no monetary value. Each card will have a unique serial number which will be recorded once it is sold. Cards will be inventoried automatically through an administrative application. A two-layer validation process will occur; the first layer will scan as each passenger boards the train, and the second layer will occur as the customer service agent is walking the train with a handheld scanning device. The speed and reliability of ticket validations will increase allowing for customer service agents to concentrate more on interacting with passengers.
Passengers will be able to manage their accounts, add value, and pull statements regarding their trip activity through a web interface. Passengers will also have a less active role in ticket validation since the ticket will be automatically scanned.
Cabral Station Neighborhood Revitalization
Contact: Thomas W. Reeves, SJRRC Update: April 2011 What’s Next: "Station area Development" Previous Work: ACE Parking & Planning Strategy Phase I of the Cabral Station Neighborhood Revitalization project is now complete.
With a combination of circulation improvements, street improvements, residential infill projects, and selective redevelopment projects, it is envisioned that the Cabral Station Neighborhood may become a dense, viable, mixed-income neighborhood that can provide a number of civic, retail, and open space amenities for its residents, in close proximity to the Central Business District and connected to the greater Bay Area by the ACE commuter train service. In August 2010, the San Joaquin Regional Rail Commission hosted a celebration with community to dedicate the new 75-foot clock tower at the Robert J. Cabral Stockton station.
Altamont Corridor Rail Project
Contact: Brian Schmidt, SJRRC Available Documents: Alternatives Analysis Plans are in the works to redesign and modernize the existing ACE train to create an exciting new commuter and intercity train service connecting the Central Valley, Tri-Valley and Silicon Valley. The Altamont Corridor Rail Project will transform the existing Altamont Commuter Express (ACE) into a dramatically streamlined system - with faster intercity service and better regional connection - that ties into the California High Speed Rail Network. The future Altamont Corridor Express could speed commuters from the Central Valley to the Silicon Valley faster than ever before—cutting the current 2 hour plus trip down to about 1 hour. Station stops may include Stockton, Lathrop/Manteca, Modesto, Tracy, Livermore / Pleasanton, Fremont / Union City, Milpitas, Santa Clara, and San Jose. The goal is to run state-of-the-art electric trains that will be more comfortable, faster, cleaner and greener. The system will work for our communities on many levels, allowing quick trips between cities, commuter access to job centers, and easy connections to local transit, BART, and California’s planned High-Speed Train network. This project would incrementally upgrade the ACE service on a separate, dedicated passenger track, and may ultimately be fully grade-separated, electrified, and compatible with the high speed train equipment. Funding Partners
Alameda County The Alameda County Transportation Commission (Alameda CTC) funds the Alameda County share of the ACE service operations with Measure B funds. Measure B is a one-half cent sales tax approved by voters of Alameda County in November 2000. The ACE Service will receive 2.12% of the net revenues of Measure B for ACE Service Operations. San Joaquin County The San Joaquin Council of Governments (SJCOG) administers the Measure K program. Measure K is a 1/2-cent sales tax for transportation projects in San Joaquin County. As the Local Transportation Authority, SJCOG is responsible for allocating sales tax dollars to local transportation projects. Santa Clara County The Measure A Transit Improvement Program is a voter approved 1/2-cent sales tax in Santa Clara County. Sales tax collected from Measure A is used for capital improvements and operations.
